Do Dogs See Only In Black And White?

Veterinarians used to believe that dogs saw only in black and white, but recent studies suggest that they actually do have some color vision—but it's not as bright as a human's. As it turns out, dogs have only 20% of the cone photo-receptor cells—the part of the eye that controls the perception of color—that humans have.

While we can't ask dogs to read an eye chart or pick out colors, behavioral tests suggest that dogs see in shades of yellow and blue and lack the ability to see the range of colors from green to red. In other words, dogs see the colors of the world as basically yellow, blue, and gray.

One amusing fact is that the most popular colors for dog toys today are red or safety orange. The problem, of course, is that red is difficult for dogs to see and may appear to them as a very dark brownish gray or even black. So if your dog runs right past the toy that you tossed, he may not be stubborn. He's probably just having a hard time discriminating it from the green grass of your lawn.

A dog's visual acuity is also less developed than ours. Some experts believe that dogs only have 20–40% of our visual acuity. That means an object a human can see clearly may appear blurry to a dog looking at it from the same distance. Canines, on the other hand, are able to see in much dimmer light and can detect motion more easily than we can, something that served them well in the wild as nocturnal hunters of camouflaged prey.

Help to Build a Better Future for Veterinary Students

Prof Indira de Silva and Prof Ashoka Dangolla, two academic staff members of department of clinical studies, FVMAS University of Peradeniya have been blamed for serious disciplinary violations at work over past several decades in social media. Recent incidence associated with students indicate that their actions are outrageous and cause significant threat to the current and future veterinary undergraduates.

Main purpose of this petition is to force authorities to take immediate long term measures to prevent violence and abuse of veterinary undergraduates and help improve veterinary clinical training environment for future students and internees. A thorough impartial investigation into all matters raised here are requested.

All qualified veterinarians who have been graduated from university of Peradeniya are requested to sign this petition if you victimized or witnessed bellow mention crimes by academic staff members during your undergraduate period. You may indicate your current position in the industry and leave a brief comment regarding specific incidence or experience if you wish.

1. Bullying during the small animal clinical training programme- unreasonably humiliated or threatened or manipulated against the will by these staff members

2. Unreasonably and inappropriately suspending students from participating lectures or practical clinical training by these staff members

3. Willingly neglecting teaching responsibilities substantially such as abandoning lectures or clinical rounds or discussions by these staff members

4. Examination or evaluation crimes such as taking personal revenge by suspending students from oral examinations or suspected biased marking

This petition is independent, impartial and not motivated by any political parties in any manner.

After a reasonable period, it will be presented to The Hon President Mithreepala Sirisena, Minister of Higher Education, Chairman of University Grants Commission, Vice Chancellor of University of Peradeniya, Dean, Faculty of Veterinary Science and Animal Health, University of Peradeniya and all relevant professional bodies in the country for their attention and urgent action.

පසුව ජ්‍යෙෂ්ඨ සිසුන් තිදෙනකු තමන්ට ශාරීරික හා මානසික පීඩාවන් එල්ලවූ බව කියමින් පේරාදෙණිය ශික්ෂණ රෝහලට ඇතුළත්ව ප්‍රතිකාර ලබා අැති අතර දිනකට පසු පිටව ගොස් තිබේ.
ජ්‍යෙෂ්ඨ ශිෂ්‍යාවක් සහ සිසුන් දෙදෙනෙකු රෝහල් ගතවූ බවත් දැඩි මානසික කම්පනයකට ඔවුන් ලක්වූ බවත් සංගමය දන්වා තිබුණි.

නවක වදය දුන්නාට දඩුවමක් ලෙස මෙම ප්‍රතිප්‍රහාරය දියත් කළේ සරසවි  පීඨයේ විනය පාලක මහාචාර්යවරයා සහ තවත් මහාචාර්යවරියක සහ පශු වෛද්‍ය වරයෙකු සමග එක්වූ අවසන් වසරේ සිසුන් හතර දෙනෙකු බව සංගමය චෝදනා කරන අතර එය අමානුෂික ප්‍රහාරයක් ලෙස ඔවුන් හෙළාදැක තිබේ.

මේ පිළිබඳව සොයාබැලීමේදී පශු වෛද්‍ය පීඨය තුළ ඉතා තදින් නවක වදය පවතින බවත් මේ හේතුවෙන් පසුගිය වසර හතරක කාලය තුළ සිසු සිසුවියන් 06 දෙනකු පාඨමාලාව අතහැර ගොස් තිබෙන බවත් අනාවරණය වන අතර මෙම නවක වදය වසර පුරාම විටින් විට පැවතීම හේතුවෙන් විශ්ව විද්‍යාලයේ පශු වෛද්‍ය පීඨයට ඇතුළුවන සිසුන්ගෙන් 90 % ක් පමණම පළමු වසරේ විභාගය අසමත් වන බවත් ජ්‍යෙෂ්ඨ සිසුන් නවකයින්ට පළමු වසර තුළ නිසි අධ්‍යාපනයක් සිදු කරගෙන යෑමට කිසිදු ඉඩක් ලබා නොදෙන බවත් වාර්තා විය.

 මෙම ‘ප්‍රතිප්‍රහාරය‘ ගැන අදහස් දක්වන ආචාර්ය වරුන් පවසන්නේ අවවාද කිරීමක් හැර කිසිදු අකාරයක ශාරීරික පීඩාවක් ඔවුන් සිසුන්ට සිදු නොකළ බවයි. කෙසේ වෙතත් මේ සම්බන්ධයෙන් විශ්ව විද්‍යාල උපකුලපතිවරයා මගින් පරීක්ෂණයක් ආරම්භ කර ඇති අතර එයට රුකුලක් ලෙස පරීක්ෂණ අවසන් කරනතුරු විනය පාලක තනතුර දැරූ මහාචාර්යවරයා වෙනුවට වෙනත් අයෙකු පත් කර ඇත.

පේරාදෙණිය විශ්ව විද්‍යාලයේ පශු වෛද්‍ය පීඨයේ දී නවක වද සිද්ධිය සම්බන්ධයෙන්  කිසිදු කායික පීඩාවක් සිසුන්ට එල්ල නොකළ බව එම පීඨයේ ජ්‍යේෂඨ කථිකාචාර්ය මහාචාර්ය ඉන්ද්‍රා ද සිල්වා මහත්මිය පවසයි.

පේරාදෙණිය විශ්ව විද්‍යාලයේ නවක වදය බහුලවම සිදුවන්නේ පශු වෛද්‍ය පීඨයේදී බැවින් තමන්ගේ ද සහභාගීත්වයෙන් ජ්‍යේෂඨ සිසුන් දැනුවත් කිරීමක් කළ බවත් එහිදී සිසුන්ට උපදෙස් ලබාදීම කළා හැර කායික පිඩාවක් නොවු බව මාධ්‍ය හමුවකදී මහාචාර්යවරිය සදහන් කළාය.

කථා කිරීමට නොහැකි චින්තන ශක්තියෙන් අඩු සත්වයන්ට ප්‍රතිකාර කරන පශු වෛද්‍ය සිසුන් විසින් නවක වදය ක්‍රියාත්මක කිරීම කිසිසේත්ම සිදු නොවිය යුක්තක් බව බව ඇය ප්‍රකාශ කළාය.  සතුන්ට ප්‍රතිකාර කිරීම සදහා ඉහළ මානසිකත්වයක් තිබියු යුතු බවත් එවැනි මානසිකත්වයකින් යුතු ජේ්‍යෂ්ඨ සිසුන් නවක සිසුන්ට නවක වදය ලබාදීම මෙම පීඨය තුළ කිසිසේත්ම සිදු නොවිය යුතු යැයි කී මහාචාර්ය ඉන්ද්‍රා ද සිල්වා මහත්මිය මෙසේ සදහන් කළාය.

උසස් පෙළ විභාගය සමත්වීමට අපහසු විභාගයක්. නමුත් එම විභාගය ඉහළින් සමත්වී විශ්ව විද්‍යාල ප්‍රවේශය ලබන සිසුන්ගෙන් සියයට අනූවක් විශ්ව විද්‍යාලයේ පළමු වසර විභාගයෙන් අසමත් වෙනවා. අවම වශයෙන් එක් විෂයක් හෝ අසමත් වෙනවා. නමුත් ඒ විභාගය අසීරු විභාගයක් නොවෙයි.

උසස් පෙළ වැනි අසීරු විභාගයක් සමත්වන සිසුන් පළමු වසර විභාගය අසමත්වීමෙන් පෙනී යන්නේ ඔවුන් නිසි ලෙස විෂයට යොමුවී නැති බවයි. පළමු වසර සිසුන්ට විෂයට යොමු වීමට නොහැකිවී ඇත්තේ නවක වදය හා සම්බන්ධ සිද්ධීන් හේතුවෙන්. පළමු වසර සිසුන් නවක වදයට ලක්වන අතර පසුව ඔවුන් ශීෂ්‍ය විමුක්ති ක්‍රියාවලි සදහා යොමු වෙනවා. පස්වරුවේ දේශන අවසන් වූ පසු පෝස්ටර් ඇලවීමට යන සිසුවා යළි සිය නේවාසිකාගාරයට පැමිණෙන්නේ මධ්‍යම රාත්‍රිය පසුවූ විටයි. යළි ඔහු පසුවදා උදේ අට පමණ වන විට දේශන සදහා සහභාගී විය යුතුයි. යළි රාත්‍රියේ බැනර් ඇදීම, පෝස්ටර් ඇලවීම වැනි කටයුතු සදහා පැමිණිය යුතුයි. මෙවැනි ක්‍රියාවලියක සිටින සිසුන්ට විභාග සමත්වීමට හැකියාවක් නැහැ.

නවක සිසුන් ශිෂ්‍ය ක්‍රියාකාරකම් සදහා සහභාගී නොවන්නේ නම් ඔවුන්ට උපාධි විභාගය සමත් විය නොහැකි යැයි නවක වදය ක්‍රියාත්මක කරන ජ්‍යේෂ්ඨ සිසුන් පවසනවා. එය විහිලුවක්. ආචාර්ය මහාචාර්ය වරුන්ගේ උපදෙස් ලැබිය යුතු විශ්ව විද්‍යාලයක නවක සිසුන්ට උපදෙස් ලබා දෙන්නේ නවක සිසුන්ට වඩා එක් වසරකින් ඉහළ සිසුන් විසින්. මෙවැනි සිසු ක්‍රියාකාරීත්වයන් වහා නතර කළ යුතුයි. සිසුන් අතර සමගිය සහෝදරත්වය තිබිය යුතු නමුත් මෙවැනි පටු ආකල්පවලින් යුතු ක්‍රියාකාරීත්වයක් අවශ්‍ය නැහැ.

පළමු වසර විභාගය අසමත් වුවත් එක් සිසුවෙකුගේ උපාධි පාඨමාලා සදහා රජය රුපියල් මිලියන පහක පමණ වියදමක් කරනවා. ඒ සියල්ල සදහා වැය කරන්නේ ජනතාවගේ මහජන මුදල්. මහජන මුදලින් නඩත්තුවන විශ්ව විද්‍යාලතුළ අනවශ්‍ය නවක වදය ක්‍රියාත්මක නොවිය යුතු යැයි මහාචාර්ය ඉන්ද්‍රා ද සිල්වා මහත්මිය වැඩිදුරටත් ප්‍රකාශ කළාය.

සිසුන් පිරිසක් කැදවා ඔවුන් කායික හා මානසික වශයෙන් පීඩාවට පත්කළා…

පේරාදෙණීය විශ්ව විද්‍යාලයේ විනය පාලකවරයා විසින් සිසුන් කිහිපදෙනනෙකු කායික වශයෙන් පීඩාවට පත් කළ බව කියමින් විශ්ව විද්‍යාල සිසුන්   සනාථන මන්දිරය ඉදිරිපිට සිට උද්ඝෝෂණයක නිරත වූහ.

විශ්ව විද්‍යාලයට නවක සිසුන් බදවා ගත් අවස්ථාවක නවක වදය සිදු නොකළ යුතු යැයි පැවසීම සදහා සිසුන් පිරිසක් කැදවා ඔවුන් කායික හා මානසික වශයෙන් පීඩාවට පත් කළ බව උද්ඝෝෂණයට එක් වූ මහා ශිෂ්‍ය සංගමයේ සභාපති මංගල මද්දුමගේ සිසුවා පැවසීය.

පශු වෛද්‍ය පීඨයේ කාමරයකට සිසුන් කැදවා විනය පාලකවරයා හා තවත් කිහිපදෙනෙකු සිසුන් දණ ගැස්වීමට කටයුතු කළ බව කී මහා ශිෂ්‍ය සංගමයේ සභාපතිවරයා මෙසේ ද කීහ.

මේ පීඩනය නිසා ශිෂ්‍යාවක ඇතුලුව සිසුන් තිදෙනෙකු මේ වන විට පේරාදෙණිය ශික්ෂණ රෝහලට ඇතුලත්ව ප්‍රතිකාර ලබනවා. සිසුන්ට කායික හා මානසික පීඩනය එල්ල කිරීම මානව හිමිකම් උල්ලංඝනය කිරීමක්. අපි මේ ක්‍රියාව හෙළා දකිනවා. එමෙන්ම මේ පිළිබදව විශ්ව විද්‍යාලයේ පරිපාලනය හා උසස් අධ්‍යාපන අමාත්‍යංශය ගන්නා තීරණය සම්බන්ධයෙන් අප අඛණ්ඩව විමසිල්ලෙන් ඉන්නවා.

මේ වන විට විශ්ව විද්‍යාලයේ සිසුන්ගේ තොරතුරු පොලීසිය වෙත ලබාදී හමාරයි. ඔවුන් පොලීසිය, විනය ආරක්ෂක නිලධාරීන් යොදා ගනිමින් සිසුන් මර්ධනය කිරීමට කටයුතු කරනවා. සිසු ක්‍රියාකාරකම්වලට පිවිසෙන සිසුන්ට උපාධිය ලබා ගැනීමේ අවස්ථාව අහිමි කරන බව ද ඔවුන් දෙමාපියන්ට පවා දුරකථනවලින් අමතා පවසන බව මංගල මද්දුමගේ සිසුවා ප්‍රකාශ කළේය.

මහා ශිෂ්‍ය සංගමයේ මෙහෙයවීමෙන් සනාථන මන්දිරය ඉදිරිපිට පැවැති මෙම විරෝධතාව සදහා විශ්ව විද්‍යාලයේ සිසුන් දහසකට ආසන්න පිරිසක් සහභාගීවිය.

Animal Welfare Bill in need of immediate enactment

November 22, the Cabinet approved a Bill focusing on elephants kept domestically, which also included banning young elephants being used for work. The regulations proposed by Sustainable Development and Wildlife Minister, Gamini Jayawickrama Perera are also reported as including a set of guidelines that should be adhered to by those seeking to rear domestic elephants. Some of the main areas of focus underlined include the responsibilities of the caretakers and owners towards the elephants kept domestically, regulations on elephants being used for work and the use of elephants in processions. This proposal also falls under amendments to Flora and Fauna Act No.22 of 2009.   

While due appreciation is given to the positive change towards the treatment of elephants by seeking to prevent them from being subjected to cruelty, it also needs to be noted that it has been almost a year since the Cabinet approval for the draft Animal Welfare Bill was received. Unfortunately the Bill still remains at the Legal Draftsman’s office, while many animal welfare activists eagerly await its enactment. Almost a decade in the making, the draft bill was approved by the Cabinet following the public consultation that was last held in 2015. Following the proposed changes received by the public consultation, the Cabinet approval for the Bill was received on January 13, 2016. From this point, the Bill was passed to the legal draftsman for the changes to be incorporated into it and for it to be drafted with the changes included.  

The last amendment to the law addressing cruelty to animals in Sri Lanka was made in 1955. The Prevention of Cruelty to Animals Ordinance of 1907, under which the welfare of animals is taken into consideration is over a century old, with outdated fines and implemented on rare occasions and therefore in need of urgent reform.   Attorney-at-Law, Vositha Wijenayake, Convener of Animal Welfare Coalition of Sri Lanka said, “The AWC is appreciative of the changes proposed to safeguard elephants from being subjected to cruelty which were approved by the Cabinet. It is equally important to know when the proposed law on animal welfare will be enacted. This Bill has been on its way to get to this point for a very long time. I think everyone is eager to know when this could turn into law which will help uphold animal welfare in Sri Lanka.”   

Civil Society Organizations and actors have highlighted the need for more humane animal welfare laws in the country for many years. As a result of these calls, the draft Animal Welfare Bill was tabled in Parliament. The Bill was presented to Parliament in October, 2010 by Venerable Athuruliye Rathana Thera as a private member bill. The new legislation proposed has as its objective the replacement of the Prevention of Cruelty to Animals Ordinance of 1907 and to recognize duty of care for persons in charge of animals to treat animals humanely, to prevent cruelty to animals, to secure the protection and welfare of animals, to establish a National Animal Welfare Authority and Regulations and Codes of Practice and to raise awareness on animal welfare.

“In order to have a good animal welfare system in Sri Lanka, it is important to have duty of care for persons in charge of animals to treat animals humanely, as well as having strong laws for those who cause cruelty to animals,” said Ms. Wijenayake. “We hear stories of cruelty to animals but without a law that is robust, it is not always helpful to take legal actions against the perpetrators who behave inhumanely and in a cruel manner towards animals,” she added.   

The Animal Welfare Coalition of Sri Lanka which was set up with the objective of advocating and lobbying for a new animal welfare bill consists of numerous animal welfare organizations and volunteers keen on seeing the Animal Welfare Bill enacted. The member organizations and volunteers seek to actively engage in taking action to ensure that laws on animal welfare are efficient and effective and to protect animals from being subjected to cruelty.  

“It is important that the Animal Welfare Bill is enacted to ensure effective and efficient laws on cruelty to animals in Sri Lanka. The current law dates back to 1907 and lacks in deterrent effect which prevents the protection of animals against cruelty. It is time we changed these laws and made sure that the long- overdue Animal Welfare Bill is passed for efficient action against cruelty to animals,” said Vositha Wijenayake.

පශු වෛද්‍ය ශික්ෂණ රෝහල තුල ඇති වී ඇති අර්බුදකාරී තත්වය හමුවේ පශු වෛද්‍ය ශිෂ්‍ය ප්‍රජාව ඉතා ශක්තිමත් ලෙස පෙලගැසී ඇත. පීඨයෙන් සමුගත් පිරිස ලෙස අප සියලු දෙනාද මෙම සදාචාර විරෝධී ක්‍රියාව දැඩි ලෙස හෙලා දකින්නෙමු . අතීතය දෙස බලන චිට මෙවන් තත්වයන් සිදු වුූ ප්‍රතම අවස්ථාව මෙය නොවන බව සැවොම දන්නා රහසකි. අතීතයේ මෙලෙස නැගී සිටිීම නොවන්නට හේතුව වසර ගනනක අධ්‍යාපන තෙහෙට්ටුව තව අවුරුද්දකට දෙකකට දික් කර ගැනීමට කා තුලත් ඇති මැලිකම විය හැක. නමුත් සෑම දෙයකම සීමාවක් තිබිය යුතුය. දඞුවම් දෙන ගුරුවරු අප ඕනෑතරමි දැක ඇති අතර එහි කෘෘරත්වය හා පලිගැනීම නැත. හුදෙක් ඇත්තේ ආදරය කරුණාවයි. 

වධ හිංසනයට එරෙහි යයි කියාගන්නා පුද්ගලයින් වධකයන් ලෙස හැසිරීම අනුමත කල නොහැක. අකුරු කියාදුන් බොහෝමයක් ආචාරවරුනට සහ පීඨයට අප සැමදා ගරු බුහුමන් දක්වන අතර මෙම ගැටලුව සාධාරණ ලෙස විසඳා ගැනීමට සෑම පාර්ශවයකම මැදිහත්වීම අපේක්ෂා කරන්නෙමු. තවද මෙම ගැටලුවට මැදි වී සිටින ශිෂ්‍ය ශිෂ්‍යාවන්ගේ අනාගත අධාපන කටයුතු සුරක්ෂිත වීමද අප බලාපොරොත්තු වන්නෙමු.

'මේ පීඩනය නිසා ශිෂ්‍යාවක ඇතුලුව සිසුන් තිදෙනෙකු මේ වන විට පේරාදෙණිය ශික්ෂණ රෝහලට ඇතුලත්ව ප්‍රතිකාර ලබනවා. සිසුන්ට කායික හා මානසික පීඩනය එල්ල කිරීම මානව හිමිකම් උල්ලංඝනය කිරීමක්. අපි මේ ක්‍රියාව හෙළා දකිනවා. එමෙන්ම මේ පිළිබදව විශ්ව විද්‍යාලයේ පරිපාලනය හා උසස් අධ්‍යාපන අමාත්‍යංශය ගන්නා තීරණය සම්බන්ධයෙන් අප අඛණ්ඩව විමසිල්ලෙන් ඉන්නවා.'

'මේ වන විට විශ්ව විද්‍යාලයේ සිසුන්ගේ තොරතුරු පොලීසිය වෙත ලබාදී හමාරයි. ඔවුන් පොලීසිය, විනය ආරක්ෂක නිලධාරීන් යොදා ගනිමින් සිසුන් මර්දනය කිරීමට කටයුතු කරනවා.'

සිසු ක්‍රියාකාරකම්වලට පිවිසෙන සිසුන්ට උපාධිය ලබා ගැනීමේ අවස්ථාව අහිමි කරන බව ද ඔවුන් දෙමාපියන්ට පවා දුරකථනවලින් අමතා පවසන බව මංගල මද්දුමගේ සිසුවා ප්‍රකාශ කළේය.

මහා ශිෂ්‍ය සංගමයේ මෙහෙයවීමෙන් සනාථන මන්දිරය ඉදිරිපිට පැවැති මෙම විරෝධතාව සඳහා විශ්ව විද්‍යාලයේ සිසුන් දහසකට ආසන්න පිරිසක් සහභාගීවිය.

මේ අතර පශුවෛද්‍ය පීඨයේ ජ්‍යෙෂ්ඨ කථිකාචාර්ය ඉන්ද්‍රා ද සිල්වා මහත්මිය පෙන්වා දෙන්නේ කිසිදු ශිෂයෙකුට කායික හෝ මානසික පීඩා නොකළ බවයි. නවක වදය බහුලවම ක්‍රියාත්මක වන පශු වෛද්‍ය පීඨයේ ජ්‍යෙෂ්ඨ සිසුන් කැඳවා දැනුවත් කිරීමක් සිදුකළ බවයි ඇය පෙන්වා දෙන්නේ.

චින්තන ශක්තියෙන් අඩු, අදහස් ප්‍රකාශ කළ නොහැකි සතුන්ට ප්‍රතිකාර කිරීම සඳහා අධ්‍යාපනය ලබන පශු වෛද්‍ය සිසුන් නවක වදය ක්‍රියාත්මක කිරීම කිසිසේත්ම නොවියයුත්තක් හෙයින් සිසුන් කැඳවා මෙම දැනුවත් කිරීම සිදුකළ බවයි කථිකාචාර්යවරයි පවසන්නේ.
